citation being issued on behalf of Detective Hoppe. ID was checked.  
7-11 was a no-show.  
Board Member Usry motion to defer after letters, demanding to appear, are  
delivered through certified mail, 1 hand delivery, and 1 to the attorneys. Board  
Member Christenson made a second. Vote Yea: Unanimous

Detective Hoppe briefed the ABB on the violation that occurred which resulted in  
the citation being issued. CI was under 21 years of age. ID checked, but was still  
able to purchase.  
Ashley Harbin attorney representative of BJ's stated that two policies have been  
enacted since the violation. She stated that the CI checked out with self checkout.  
Shoppers under 21 cannot self checkout. Any new hire is required to go through  
training immediately, instead of 30 days after hire. These changes are now  
company wide, after being brought to the company's attention. Bret, the store  
manager is also present. Bret mentioned that they do teach under age ID's are  
vertical and not horizontal.  
Chairperson Pat Scales started the conversation about what civil penalty they  
should be given. Board Member Usry asked how many self checkouts the violator  
was in charge of, 9. She is no longer employed with BJ's.  
Board Member Christenson has made a motion to suspend beer permit for 7 days.  
David Ursy made the second. Discussion was held. Board Member Usry made a  
motion to give civil penalty $2500 in lieu of suspension. Board Member Muniz made  
the second. They have seven days to pay the fine or the suspension will begin.  
Vote Yea: Unanimous.  
Ms. Harbin will be getting back with us within 24 hours on choice. Ms. Harbin  
emailed that they have chosen to pay the civil penalty.

Detective Hoppe briefed the ABB on the violation that occurred which resulted in  
the citation being issued.  
Permit holder's wife was the one who sold the alcohol. Stated that she was  
confused on the dates, and did check ID. Has camera on cashier. Has only two  
people employed, his wife and one other person. He stated that he has had another  
violation at another location. He stated that he explains to his employees that they  
must check ID's, even during rush times. He is only one doing training, no outside  
media.  
Chairperson Scales started discussion. Board Member Christenson recommended  
to use outside resources to help train employees better. Nina Gardner from  
DrugFree Wilco spoke and explained that she had been to every off premise  
offender and explained their courses. Board Member Christenson proposed 14 day  
suspension. Board Member Christenson motioned for 14 day suspension. Board  
Member Muniz made a second. Civil penalty discussion was held. Board Member  
Muniz made a motion for $2500 civil penalty in lieu of suspension. Board Member  
Usry made a motion for $1000 due to being a family household business, and wife  
having to pay her citation.  
Civil Penalty of $1000 or 14 days suspension. Motion by Board Member Usry.  
Second Board Member Christenson. Vote Yea: Unanimous  
Business chose to pay civil penalty.

citation being issued. They did not check for ID.  
Manager stated that employee did not check ID, was suspended for 1 week. He is  
still with them. They give daily reminders to check ID's. Training depends on serving  
experience. Training is verbal. Her sister trains them, because she has more  
serving experience.

Suspend 7 days, Board Member Usry made a motion, Board Member Muniz made  
a second. Vote Yea: Unanimous  
Civil Penalty discussion was held. $1000 in lieu of suspension. Board Member Usry  
made a motion, Board Member Christenson made the second. Vote Yea:

24 hours given to make decision. Suspension will start if no answer.

citation being issued. The shift leader, seasonal employee, was cited.  
Owner Lisa Paner and manager Channing Bailey present. Cashier checked ID,  
wrongly checked. Changes to the process have been made. Person serving alcohol  
also now has to check ID as well as the cashier selling it. Employees were  
suspended and made to go through training again. Channing reached out to  
DrugFree Wilco and Nina, to implement more training. LED Beer sign w/ date over  
cashier heads.  
Chairperson Scales started a discussion. Mandated 90 day suspension, default  
time. Board Member Christenson made a motion, Board Member Usry made a

Representatives, Jessica Parrish and Asheley Strum, stated that employee was  
terminated immediately after giving statement. 0% tolerance policy. Have daily  
"Lobster Talks" with employees about training. Postings on how to read ID and sign  
in sheet with born on date every day. 2 hour course when hired. ABC permit now  
must be obtained within 7 day training period, instead of 30 days.  
Chairperson Scales started discussion. Board Member Muniz made a motion for a  
7 day suspension. Board Member Christenson made a second. Vote Yea:

Discussion Items  
Vintage Wine and Spirits determine if they have a beer permit, as they have been selling  
Coors and Bud Light. Wants on next month's agenda.  
Board Members want to ask BoC for guidance due to many businesses going over three in  
10 years.
